Who is addressed as the chosen lady?
κυρία can designate an individual woman, function as the name or title Kyria, or personify a congregation. The singular address and her children work naturally at more than one level; the closing greeting from a chosen sister and her children strengthens the congregational reading without settling it.
Why this default
The default keeps the ordinary personal force of the singular noun and preserves the letter’s direct address without converting the woman into either a named Kyria or an ecclesial symbol.
