The city’s visible religious landscape supplies the immediate cause of Paul’s distress.

Why this default

Kateidōlos is an intensive adjective portraying the city as saturated with idols or given over to idolatry. The default “the city was full of idols” preserves the force of κατείδωλον οὖσαν τὴν πόλιν without silently resolving the alternatives’ distinct emphasis.
