Why this default

The infinitive construction and πάντας can be represented literally or idiomatically. The default “because Claudius had ordered all the Judeans to leave Rome” preserves the force of διατεταχέναι Κλαύδιον χωρίζεσθαι πάντας τοὺς Ἰουδαίους without silently resolving the alternatives’ distinct emphasis.
