Is verse 7 a command to ask or a prediction that they will ask?

The earliest broad reading is imperative, ‘ask.’ A later stream changes one vowel and reads the future, ‘you will ask.’

Why this default

The imperative is default because it has early, diverse support and fits the following promise. The future form is a small and natural smoothing of the verb.
