Where does the joy over repentance occur?
The phrase literally locates joy ‘before the angels of God,’ which may imply joy in God’s heavenly presence rather than identifying the angels as its sole subjects.
Why this default
“Arises before God’s angels” preserves the spatial wording ἐνώπιον and leaves open whether the joy’s ultimate subject is God, the heavenly court, or both.
