Does Luke include a festival-release explanation as verse 17?
The sentence explains that Pilate had to release one prisoner at the festival. It is absent from early and diverse witnesses and appears in varying locations, suggesting harmonization from the parallel passion accounts.

Verse 17 is omitted by default because P75 and diverse early witnesses lack it, its placement varies, and the festival explanation closely parallels Matthew and Mark.
