Why does Mark say those who ‘seem’ to rule?

The participle can identify recognized rulers while also creating distance from worldly claims to authority.

Why this default

‘Those recognized as ruling the nations’ is the working default because hoi dokountes can identify those socially regarded as rulers while preserving distance from their claimed status. Literal ‘seem to rule’ sharpens possible irony but may wrongly suggest their power is unreal rather than institutionally acknowledged.
