What will the one on the throne do for the crowd?
The verb means pitch a tent or dwell, and the preposition pictures the divine presence spread over them. ‘Shelter’ gives the protective force; ‘spread his tent’ preserves the image.
Why this default
‘Shelter them with his presence’ communicates the protective result naturally while retaining divine presence as the means; the tent imagery remains available as the lexical alternative.
