Ho heteros means the other person; in the commandment context it can be naturally related to the neighbor named in the next verse.

Why this default

‘The other person’ leads as the direct sense of ἕτερος and preserves the breadth of interpersonal love; ‘neighbor’ is supported by the command quoted immediately afterward.
